Add Node and Partition Lists, Add Theme as Submodule

This MR adds node, partition, and constraint lists and moves the theme relationship to a submodule.

Goes along with unity-theme!20 (merged)

NOTE: Before merging, change the branch in the theme submodule specification to main.
