Document /datasets

Items under /datasets should have some metadata associated with them that can be pulled into the docs. Probably a markdown with frontmatter yaml would work best with Hugo.

Suggested fields for the YAML: title, description, downloaded, url (could be multiple) and reference, license (link or text?)

Also need to document that users can request us to add, and what our criteria is.
